PROBLEM TO BE SOLVED: To easily and accurately collect viewing information of television broadcasting by, for example, a portable telephone terminal mounted with a television broadcast receiving function without imposing a burden on a user.

SOLUTION: This portable telephone terminal 1 having a television broadcast receiving function transmits viewing information for specifying a television broadcast program viewed by the user of the terminal to a viewing information collection server 6 through a mobile communication network 2 and the Internet 3. The viewing information collection server 6 that receives the viewing information sent from the portable telephone terminal 1 calculates audience rating data from the viewing information at an audience rating data calculating part 36 and provides an audience rating information requester 4 with the calculated audience rating information.
