PROBLEM TO BE SOLVED: To provide a double ring network in which, even in the case that a network is divided into two, bypassing is instantaneously performed by using a different network. SOLUTION: A plurality of nodes 9 including two gateway nodes 12 are connected to the double ring network 10, and the gateway node 12 is connected with the other gateway node 12 through a layer 3 relay network 13, transmits and receives health check packets to/from the other gateway node 12 and recognizes the presence of the other gateway node 12 with each other. Also, in the case that the other gateway node 12 disappears from a ring-like line, a data packet transmitted from a transmission source node is encapsulated and relayed through the layer 3 relay network 13 to the other gateway node 12 transparently, and the other gateway node 12 restores it and relays it to a destination node.
