PROBLEM TO BE SOLVED: To provide a radiation image conversion panel without luminance distribution unevenness in the plane of the radiation image conversion panel. SOLUTION: The radiographic image conversion panel has a stimulable phosphor layer, containing columnar crystal stimulable phosphor formed by a vapor-phase deposition method on a support. The crystal structure of the stimulable phosphor is stabilized, when the ratio of the initial concentration P1 of the radiographic image conversion panel and the stimulable luminance brightness (intensity) P2 of the radiographic image conversion panel after irradiating the radiographic image conversion panel with X-ray dose of 100 R of integration, after the initial stimulable luminance intensity (brightness) measurement is 0.8
