PROBLEM TO BE SOLVED: To provide a manufacturing method of a conductive rubber roller constituted of a tube of a rubber composition which has uniform cell distribution in a peripheral direction, has no unevenness of hardness and resistance and especially consists of a single layer and to provide the conductive rubber roller obtained by the manufacturing method and a transfer roller using the same. SOLUTION: In the manufacturing method of the conductive rubber roller which is constituted by molding a rubber layer on a conductive core material, the rubber layer comprises acrylonitrile rubber and epichlorohydrin rubber and is subjected to vulcanization foaming by a process in which temperature of the rubber layer becomes 200 to 250°C when the rubber layer is irradiated with a microwave in a microwave vulcanization furnace having heating air atmosphere of temperature lower than vulcanization foaming temperature of rubber materials of the rubber layer.
