A re-encode duration is the entire re-encoding interval extended while a no editing re-encode duration is a portion other than the editing duration. The no editing re-encode GOP duration is a portion other than the editing GOP duration. For a picture in an edition point range having a high possibility that the encoding difficulty is increased by an effect or the like, a code generation amount is assigned from a picture of the no editing re-encode GOP duration and it is possible to use a greater code generation amount. The present invention can be applied to an edition device.
