PROBLEM TO BE SOLVED: To provide a medium carrying device capable of accurately controlling the carrying of a medium by only a delivery roller and its driven roller and a recording device having the medium carrying device. SOLUTION: This medium carrying device comprises a detection roller 210 disposed just above the delivery roller 133, brought into direct contact with the medium, and rolling according to the carrying of the medium and a detection means 220 detecting the rotating amount of the detection roller 210. The carrying of the medium is controlled based on the detected rotating amount. Thus, since the carried amount itself of the delivered medium can be controlled, the carrying of the medium by only the delivery roller 133 and its driven roller 134 can be accurately controlled.
