PROBLEM TO BE SOLVED: To provide a hinge device used in a folding instrument in a way that a cover element part can be colorfully utilized by enabling the cover element part to bend in a counterclockwise direction or a clockwise direction and besides is excellent in functionality and a portable telephone using this device. SOLUTION: The hinge device intercouples an element part 13 consisting of the transmission part of the portable telephone and the cover element part 12 consisting of a receiving part provided with a display screen, and is provided with a vertical shaft-like bending hinge part 4 fixed at the element part; and horizontal shaft-like opening and closing hinge parts 2 and 3 interconnected rotatably in a counterclockwise direction or a clockwise direction on the axis of a bending hinge part. Through engagement of a convex and concave members, the cover element part mounted on the opening and closing hinge part is held in a development position where telephone call of the portable telephone, opened from a closed position polymerized with an element part, can be carried out. Rotation of the cover element part is stopped by a stopper, mounted on the bending hinge part, in a position where the cover element part bent 180°respectively in a counterclockwise direction or a clockwise direction with the cover element part opened is polymerized with the element part.
