PROBLEM TO BE SOLVED: To solve the problems that in an electromagnetic proportional valve 1, a cylindrical valve body seat 5 is fitted into a main body 2 to prevent a valve seat from being deformed due to the strain of the main body 2 and to reduce the processing man hour, and although a valve seat part 51 is formed at the lower end of the valve body seat 5 and a valve body part 41 of the valve body 4 is seated to open the valve, the flow rate at the minimum flow rate is not stable when the central shaft of the valve seat part 51 and the central shaft of the valve body 4 are dislocated in this constitution. SOLUTION: A diaphragm 6 to position the valve body 4 is positioned by a positioning part 52 formed in the upper end of the valve body seat 5 so as not to cause the dislocation between the valve seat part 51 and the valve body 4 formed in the valve body seat 5.
