PROBLEM TO BE SOLVED: To provide a game system, even if the connection between a card unit and a system controller becomes an off-line state, capable of settling and returning a balance unused for the dispensing of game media to a player and preventing a loss of a game parlor due to a fraudulent rewriting of the balance as much as possible. SOLUTION: A settlement device, when receiving a settlement card discharged from the card unit with a payment ID, a card balance and off-line detecting information recorded thereon off-line, transmits a settlement permission request including record information to a system controller (S621); the system controller, when determining the received card balance≤the balance of payment information DB (S622), transmits the settlement permission information to the settlement device (S623); and the settlement device pays the amount of money corresponding to the card balance (S624).
