PROBLEM TO BE SOLVED: To perform transmission of an optical TDM system even when a switching speed of an optical switch is low.

SOLUTION: A managing device 10 makes a new path allocation possibility list in which an identifier is written for making new path allocation impossible and performs switching control of the optical switch 30 on the basis of the list to a first slot to which an output port has already been allocated and a second slot being within the prescribed number of slots before and after the spot centered on a slot to which an output port different from an output port 32a for a new path is allocated among slots of each link 50 with reference to slot allocation information.
