PROBLEM TO BE SOLVED: To provide a composition for semiconducting vulcanized rubber usable for copiers, printers, etc., having excellent flame retardance and low electric resistance and to provide a vulcanized rubber material thereof. SOLUTION: The composition comprises (A) an epichlorohydrin rubber, (B) a nitrogen-containing phosphoric acid derivative flame retardant and (C) a vulcanizing agent. At least one kind of compound selected from the group consisting of ammonium polyphosphate, melamine-modified ammonium polyphosphate and melamine polyphosphate is preferred as the nitrogen-containing phosphoric acid derivative flame retardant.
