PROBLEM TO BE SOLVED: To provide a method for screening an active ingredient which exhibits ameliorating effect to skin pruritus, chapped skin and sensitive skin or exhibiting whitening effect, and to provide various medicaments containing the effective ingredients. SOLUTION: The invention relates to a skin preparation for external use which suppresses production and/or release of the stem cell factors (SCF), comprising galenical effective components for amelioration of pruritus, chapped skin, sensitive skin and exhibiting skin whitening effect by suppressing production and/or release of the SCF.
