Methods, and Packet Data Service Node (PDSN) and a Base Station Controller (BSC) of a Code-Division Multiple Access 2000 (CDMA2000) network for exchanging Generic Routing Encapsulation (GRE) frames that contain downlink IP packets, wherein the frames also contain an identity of the IP flows on which they are to be mapped. The PDSN receives IP data packets destined to an IP address, identifies an IP flow on which the IP packets are to be mapped, encapsulates the IP data packets in GRE frames, and adds to each one of the GRE frames the IP flow Id on which the IP packets are to be mapped. The BSC receives GRE frames, identifies the identity of the IP flow in the GRE frames, determines the Quality of Service (QoS) associated with the identified IP flow, and acts to enforce the determined QoS for the identified IP flow.
