PROBLEM TO BE SOLVED: To provide a developer and toner having good charging property and charge buildup performance of the toner and free of toner spent on a carrier, etc., and filming on a photoreceptor, to provide a developer and toner adaptable to a low temperature fixing system and having good offset resistance while maintaining cleanability, and to provide an image forming apparatus and an image forming method. SOLUTION: In the toner for electrostatic image development including at least toner particles and inorganic fine particles, the inorganic fine particles consist of at least two kinds of inorganic fine particles and at least silica and titanium oxide are included as the inorganic fine particles. When ultrasonic vibration (output: 20 W, frequency: 20 kHz) is applied to the toner for 1 min, an attachment rate of the titanium oxide attached to the toner particles is≥75 wt.% of that before applying the ultrasonic vibration, an attachment rate of the silica is≤85 wt.% of that before applying the ultrasonic vibration, and the attachment rate of the titanium oxide is higher than that of the silica.
