PROBLEM TO BE SOLVED: To provide a PDP with improved brightness and a discharging property. SOLUTION: A crystalline magnesium oxide layer 5 containing magnesium oxide crystal, emitting ultraviolet rays having a peak wavelength of 230 to 250 nm by ultraviolet rays emitted from xenon gas contained in discharge gas, is formed on a position facing the inside of a discharging cell C formed in a discharging space between a front glass substrate 1 and a rear glass substrate 6, and a phosphor layer emits light excited by the ultraviolet rays emitted from the crystalline magnesium oxide layer 5 and from the discharge gas.
