PROBLEM TO BE SOLVED: To provide a harmful insect-controlling composition and a harmful insect-controlling method capable of controlling even harmful insects living in the water. SOLUTION: The composition comprises a solvent having a solubility in water of at least 20 wt% and, dissolved therein, 0.01-10 wt% of an insect growth-controlling agent. Preferably, the insect growth-controlling agent is a benzoylphenylurea-based chitin-synthesis inhibitor. The composition is also obtained by dissolving an insecticide effective on imagoes in a solvent having a solubility in water of less than 20 wt% and mixing it with the composition above.
