PROBLEM TO BE SOLVED: To provide an injection hole member promoting atomization of fluid spray, fuel injection valve, and a method for manufacturing the injection hole member. SOLUTION: The injection hole member 25 is formed in a thin disk shape and is installed on a fuel downstream end part of a valve body of a fuel injection valve. The injection hole 100 is inclined in a direction separating from a center axis 27 of the injection member 25 as it goes toward an outlet 104 from an inlet 102. Hole diameter of the outlet 104 of the injection hole 100 is larger than hole diameter of the inlet 102, and diameter of the injection hole 100 increases toward the outlet 104 side from the inlet 102 side. A projection part 110projecting inward of the injection hole 100 is formed on the center axis 27 side of an inner circumference surface 106 of the injection hole member 25 forming the injection hole 100. In a ward, the projection part 110 is formed on the inner circumference surface 106 in a side of contraction of fuel flowing in the injection hole 100.
