In a process and arrangement of system components for reducing germ counts in closed or open water circuits or containers, the stages involve (a) mechanical treatment to adjust the surface tension and/or viscosity, (b) application of a point-focal reduced pressure of less than 0.5 bars absolute and (c) treatment of the water with UV radiation.
