<P>PROBLEM TO BE SOLVED: To not only utilize a global ID which is advantageous in tie-up with an external system but has a long bit length but also reduce a traffic of a radio terminal, in a radio communication system. <P>SOLUTION: The radio terminal transmits a global ID only when initially registering and uses only a local ID having a short bit length after having the local ID assigned thereto by a server.
