PROBLEM TO BE SOLVED: To prevent malfunction by detecting abnormality due to a failure of an emergency transmission 14 or disturbance such as radio interference. SOLUTION: A circuit configuration is formed by assigning one position of a rotary switch 24 to an OFF position, and obtaining an input signal in all positions. When the rotary switch 24 is operated to select a specified position, in the case where double input occurs or no input occurs, the abnormality of all input is determined to control at the immediately preceding position. When a signal away from the present recognized position by three or more positions is input, the signal is regarded as an abnormal signal and ignored.
