PROBLEM TO BE SOLVED: To provide a cold resistant heat insulating material easy in molding, superior in cold resistance, having high sound insulating performance, and reducing weight. SOLUTION: When manufacturing this cold resistant heat insulating material 1 molded so that the whole presents a substantially sheet shape, konjak paste 2 provided by mixing konjak powder and water, and an admixture 3 provided by mixing pumice, diatomaceous earth, charcoal, a bamboo and paper powder, are mixed. Next, these konjak paste and the admixture are agitated and mixed in an agitating vessel, and this agitated and mixed material 5 is poured into a form 6, and the cold resistant heat insulating material 1a is formed by embedding a steel net 7 having a recess-projection part inside of it. The cold resistant heat insulating material molded in the form is further soaked in sodium hydroxide liquid 11 for a predetermined time. The cold resistant heat insulating material molded in the form is also heat-treated over a predetermined time by a glycerin liquid 13 of the predetermined temperature or more.
