PROBLEM TO BE SOLVED: To provide a ground lateral flow countermeasure structure capable of reducing the response of a structure during the vibration while maintaining the effect reducing passive earth pressure q<SB>NL</SB>to the lateral flow of the ground after the earthquake. SOLUTION: The structure 4 is constructed in a non-liquefaction layer 2 located upward of the ground water level, and it is supported by a plurality of piles 3, etc. driven into a liquefaction layer 1. The circumference of the structure 4 is excavated, and a trench 5 surrounding the structure 4 is provided. An external appearance of the trench 5 is a rectangular shape in plan view, and the inside of the trench 5 is filled with a high viscous fluid 6 consisting of asphalt and bentonite mortar, etc. In an upstream side wherein the lateral flow occurs, a sheet pile 7 is driven in a position opposed to the structure 4 by holding the trench 5 between them. It is desirable that the width of the trench between the sheet pile 7 and the structure 4 is at least an assumed ground flow displacement, and the width of the trench in the other direction is sufficient enough to have about several cm to about ten or more cm.
