PROBLEM TO BE SOLVED: To provide a sound absorbing panel without lowering sound absorbing performance and formed in desired thickness using a sound absorbing material of a market product with standardized density and thickness, and to provide its manufacturing method. SOLUTION: The sound absorbing panel 1 is provided with a metal case body 3 formed with a large number of holes in a bottom part 3a and opened at the upper part, and a metal cover body 4 for sealing the upper opening, wherein the sound absorbing material 6 is filled in an internal space 5 surrounded by the case body 3 and the cover body 4. The sound absorbing material 6 is composed of a three-layer laminated structure with a high density part 6A, a low density part 6B and a high density part 6A from the bottom part 3a toward the cover body 4 side.
