<p><P>PROBLEM TO BE SOLVED: To efficiently dry a raw material mainly containing waste material containing much water in a state where bacteria and the like are killed. <P>SOLUTION: This drying device comprises: a tank 1 having a circumference formed of a heat insulation material, formed so as to form a sealed condition and having an entry port 11 for entering a predetermined raw material 9 therein; an agitation device 2 for agitating the raw material 9 entered in the tank 1; a heater device 3 for heating the raw material 9 entered in the tank 1 to a predetermined temperature; an evacuation means 4 for keeping the inside of the tank 1 in the sealed state in a predetermined vacuum pressure state; and a control means 5 for carrying out temperature control of the heater device 3, operation control of the agitation device 2 and operation control of the evacuation means 4.
