PROBLEM TO BE SOLVED: To provide a concrete steel material repairing method and a concrete steel material antirust method, capable of inexpensively preventing rust, even if a steel material state is in any state. SOLUTION: This invention is characterized in that a surface of a reinforcement 2 embedded in concrete 1 is moistened by water; a permeable resin including an alkaline reducing agent is applied to this wetting part; a part forming a passive state coating film of the reinforcement 2 is kept in high alkali on the periphery of the passive state coating film by the alkaline reducing agent; a part forming iron rust is filled in a void by taking moisture in an iron rust structure by the permeable resin; a part without the passive state coating film or the iron rust forms the passive state coating film; the periphery is kept in high alkali by the alkaline reducing agent; and the permeable resin is hardened as it is in respective parts.
