PROBLEM TO BE SOLVED: To effectively prevent impersonation even when it is required to identify a communication device by utilizing a public key certificate with comparatively low security. SOLUTION: A management apparatus 30 receives a private key, at least one of a public key certificate and a route key certificate of a management subject device 40 and a model number of the management subject device 40 from the management subject device 40 for carrying out communication using a public key encryption in compliance with the SSL in an ordinary communication state (S24). Further, the management apparatus 30 acquires the public key, the public key certificate or the route key certificate corresponding to the received model number on the basis of the model number from a location different from that of the management subject device 40 and examines the management subject device 40 depending on whether the private key or the like received from the management subject device 40 by using the acquired public key or the like (S25).
