PROBLEM TO BE SOLVED: To provide a conductive rubber roller having small environmental dependency in the resistance, free from the sticking on a photosensitive body and having excellent workability in manufacture. SOLUTION: In the conductive rubber roller having an elastic layer on the outer circumference of a conductive shaft body, the elastic layer consists of 5-60 mass% epichlorohydrin based rubber and 40-95 mass% acrylonitrile butadiene rubber as rubber components and is formed from a rubber composition containing 30-90 pts.mass carbon black having 5-20 mg/g iodine adsorption and≤40 ml/100 g dibutyl phthalate (DBP) oil absorption to 100 pts.mass rubber component.
