It is realized to write, into an IC card, information that can be read only by the owner of the IC card even without inputting PIN. It is also realized to authenticate a person who produced the written information and to prevent the written information from being tampered with. These realizations ensure that data written in the IC card can be read only by the owner of the IC card, that the person who produced the written data can be determined, and that the written data has not been tampered with. A secure memory card (101) comprises a card secret key storing part (208) for storing a secret key; a card certificate storing part (202) for storing a certificate of a public key paired with the secret key; a certificate transmitting part (201) for transmitting the certificate to a PC (102); a private storage part (203) where external reading/writing can be performed only when a correct PIN is inputted; a public storage part (210) where external reading/writing can be performed without PIN check; a confidential data receiving part (211) for receiving confidential data from the PC (102); and so on.
