<P>PROBLEM TO BE SOLVED: To realize electronic commerce superior in safety and usability. <P>SOLUTION: An electronic wallet 100 receives installs such as an electronic ticket, an electronic payment card and an electronic telephone card from a service providing means 110 of the electronic commerce by wireless communication, receives the provision and necessary permission from a supply side of a product or a service by using the same, and performs a settlement process by communicating with terminals 101, 102, 103, 104, 105 at the supply side. The data on the settlement process is transmitted to the service providing means 110 from the supply side at a specific time to be managed. Each card has a part of a program supporting a process specific for a type of the card and a part of certificate indicating the registration of use, in addition to a part presented to the supply side.
