MOTION ESTIMATION INFORMATION DETECTOR

PROBLEM TO BE SOLVED: To provide a motion estimation information detector capable of deciding arbitrary motion information and weight information with high precision.

SOLUTION: A first weight information calculating part 1 decides tentative weight information from a reference image and an image to be processed. A motion information calculating part 2 decides the motion information from the reference image whose weight is compensated according to the tentative weight information and the image to be processed. An encoding mode decision part 5 decides an encoding mode from the precision for the image to be processed of the reference image compensated according to the weight information decided by the first weight information calculating part 1 and the motion information decided by the motion information calculating part 3. A second weight information calculating part 6 decides weight information of high precision from the reference image compensated according to the motion information decided by the motion information calculating part, the image to be processed, and the encoding mode.
