INFORMATION RECORDING MEDIUM, AND MULTIPLEXING DEVICE

There is provided an information recording medium for recording an access unit including basic data and extended data so that a decoder decoding only basic data can process the access unit including the basic data and extended data corresponding to the next generation. The information recording medium records a stream containing at least one of the video and audio having a plurality of access units. One access unit has a first packet containing basic data and a second packet containing extended data related to the basic data. The basic data is data which can be decoded into a complete state without requiring the extended data. The extended data is data for improving the quality of data generated from the basic data. The first packet and the second packet has a time stamp indicating input time information when inputting into a buffer and multiplexed without breaking the buffer model of the first decoder decoding only the basic data and without breaking the buffer model of the second decoder decoding the basic data and the extended data.
