Method in which an electrically conducting layer (9) is placed below a sealing layer (4, 5). A measurement electrode (13) that works in conjunction with the conducting layer is placed above the layer in an area where leaks are to be detected. The measurement electrode is ring shaped and surrounds the area to be monitored. Variation of the voltage distribution within the electrode circular conductor is used to locate the leak. An Independent claim is made for a system for detecting leaks within sealed building structures. The ring or outer electrode (13) is placed around the outer edge of a roof or the outer edge of an area being monitored. An analyzer is used with the measured voltage distribution to determine the position of any leaks.
