PROBLEM TO BE SOLVED: To suitably extract an image of a particular object included in a picked up image by using reflected light from the object.

SOLUTION: An object extracting device 1 is characterized in that modulation light 10 is emitted from a light emitting part 8, the reflected light 12 from the object 11 is demodulated (decoded) by a modulation light decoding part 2, and a distance to the object is perceived on the basis of whether or not decoding is carried out normally. Since modulation light is used which is distinct from a method of perceiving the distance by a difference of light as in conventional technology, a robust system can be provided wherein false recognition is prevented even when there is a change of brightness in the background.
