PROBLEM TO BE SOLVED: To provide a fiber-reinforced plastic member which is light in weight, shows excellent mechanical properties such as strength and modulus, and has a smooth surface, to provide a reinforced fiber base material enabling easy manufacture of the fiber-reinforced plastic member which is light in weight, shows excellent mechanical properties such as strength, modulus and the like, and has the smooth surface, and to provide a manufacturing method of the fiber-reinforced plastic. SOLUTION: The fiber-reinforced plastic member contains the following structural elements [A], [B] and [C], and the structural element [C] is mounted on at least one surface of the structural elements [A] via the structural elements [B] wherein the structural element [A] is a fiber-reinforced plastic, the structural element [B] is a low modulus surface layer having a tensile modulus of 0.1 to 500 MPa, and the structural element [C] is a high modulus surface layer having a tensile modulus of 1,000 to 30,000 MPa.
