PROBLEM TO BE SOLVED: To provide a technique capable of searching a route while taking the walking ability and safety of a pedestrian into account, in a navigation system specified for a human being as an object. SOLUTION: In this electronic map data used for the electronic route search, the route search with the walking ability and safety of the pedestrian taken into account is carried out by using the electronic map data provided with a walking road data for storing a link condition of actual walking roads based on a link data for showing a walking road, and based on a node data expressing a junction point of the fellow walking roads or an end point, and provided with a cost data for storing a cost data set with at least either of difficulty or safety of the pedestrian taken into account, while correlated with the link data.
