PROBLEM TO BE SOLVED: To provide a system which is reduced in packet loss associated with hand-over and can reduce the consumption of a network band in a communication network using a mobile IPv4 protocol. SOLUTION: Current location information to be periodically transmitted by a mobile terminal 10 is collected by a foreign agent management server 500, and the current location of the mobile terminal 10 is compared with a geographical range owned by the management server 500 as data where the foreign agent function should be provided by subordinate foreign agents 100 and 101. The validity/invalidity of function provision to the mobile terminal 10 is instructed to the foreign agents according to the current location of the mobile terminal 10 so that the foreign agents to be used by the mobile terminal can be controlled by the current location of the mobile terminal.
