PURPOSE: A surface modifying process for coating water repellent layer of polymer is provided to reduce the quantity of wasteful water and environmental pollution, and to increase adhesion of the water repellent layer to the surface of polymeric material. CONSTITUTION: In the surface modifying process, inert gas or reactive gas, alone or mixture thereof, is introduced to surface of polymeric material in a vacuum bath(1) using an ion gun(3). Thereafter, ion beam which is produced in the ion gun, is irradiated to the surface thereof, while blowing a reactive gas by a gas injection tube(4) which is positioned in the vacuum bath(1), so that hydrophilic or polar radical is formed at the surface of the polymeric material. And then, an aqueous solution comprising a water repellent component is applied thereto.
