PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which effectively suppresses static charging noise when forming an image by applying a DC voltage superimposed on an AC voltage to a charging object, and which forms a high quality image. SOLUTION: The electrophotographic photoreceptor 2 has a cylindrical substrate 20, a photosensitive layer 22 on the outer surface of the substrate 20, and a vibration damper 24 on the inner surface 20a of the substrate 20. The vibration damper 24 is provided along the inner surface 20a, and has a metal plate 26, a resin layer 28 adjoining the inside of the metal plate 26, and a metal plate 30 provided on the inner surface of the resin payer 28.
