PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having improved coated surface conditions, high sensitivity and high image quality, and an image forming method. SOLUTION: The heat developable photosensitive material has, on at least one surface of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder, wherein (1) the photosensitive silver halide is tabular grains having an average aspect ratio of 2-100 and an average equivalent spherical diameter of 0.3-10μm, (2)≥50 mass% of the binder is a hydrophilic binder, (3) the heat developable photosensitive material has a nucleation means, and (4) an average gradient of a characteristic curve is 1.8-4.3.
