PROBLEM TO BE SOLVED: To relatively simply make a modulus of encoding variable by applying a puncture technology in, for example, a communication system using an irregular LDPC sign. SOLUTION: Parity bits are punctured in order with the small column weight of a parity check matrix corresponding to the individual parity bits. An encoder 1 punctures an irregular LDPC codeword having the parity check matrix configured in order from the small column weight, and a parity check bit included in the LDPC codeword together in order of a bit number sequence. Moreover, a decoder 2 adds the same signal column of "0" to a data part equal to a puncture length from the starting position of a receiving block, and performs depuncture.
