PROBLEM TO BE SOLVED: To provide a numerical control programming device and a method thereof which realize generation of a machining program for, for example, surface machining, hole machining, line machining other than a lathe machining simultaneously with generation of a machining program for the lathe machining. SOLUTION: A lathe machining data generation part 23, a hole machining data generation part 25, etc. for generating machining data adapted to a machining shape in consideration of features of the machining shape generated by a machining shape generation part 21 are provided to generate a machining program for removing the machining shape from a material shape, on the basis of the generated machining data.
