PROBLEM TO BE SOLVED: To resolve the problem that increase in the number of airplanes as control objects increases the physical and mental burden of an air traffic controller to hinder the controller in safely and efficiently guiding airplanes, because the order of landing on an airport and entrance routes of airplanes are determined dependently upon estimates and judgement based on controller's thinking in control activities for guiding arriving airplanes to the airport. SOLUTION: A system includes an arriving airplane detection means 33 for detecting an arriving airplane by outputs of an arrival flight schedule detection means 32 and a radar information input means 31, a shortest flight route determination means 34 for determining the shortest route on the basis of the output of the means 33 and data from a shortest flight route data part 50, a landing order determination means 36 for determining the landing order of a plurality of arriving airplanes by the output of the means 34, and an entrance route determination means 37 for determining entrance routes on the basis of the output of the means 36 and data of an entrance route data part 51.
