PROBLEM TO BE SOLVED: To provide a multi-layer powder coating film excellent in fouling resistance where a hydrophilic film is formed on a powder coating film by applying a hydrophilicity treating agent. SOLUTION: The forming method of a multi-layer coating film excellent in fouling resistance is performed by applying the hydrophilicity treating agent onto the surface of the powder coating film formed by a powder coating material, the powder coating material contains an organic silicate, and the hydrophilicity treating agent contains the hydrolysate of a silicate compound, a nonionic surface active agent having alkylene oxide unit whose HLB is 10 to 15, and water and a hydrophilic organic solvent.
