PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having excellent coated surface conditions and less fog, and an image forming method using the same. SOLUTION: The heat developable photosensitive material has, on at least one surface of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder and a non-photosensitive layer, wherein (1)≥50 mass% of the binder is a hydrophilic binder, (2) a ratio of the amount of silver to the amount of the hydrophilic binder in the image forming layer is 1.0-2.5 by mass ratio, (3)≥70 mass% of a binder in the non-photosensitive layer is a hydrophilic binder, (4) the image forming layer contains at least one of the compounds having an imide group represented by general formula (I) or (II), and (5) Beck second of a surface side with the image forming layer is≥1,000" and that of a surface side with the non-photosensitive layer is 5-400".
