PROBLEM TO BE SOLVED: To provide a manufacturing method and device for a tire blank with a special bead. SOLUTION: The device (D) for winding the end part (E) of a cylindrical sleeve (C) on to a toric ring (R) is provided with a wound fabric (T) formed by the sleeve and the wound fabric is positioned at a rear part (104) constructing an essentially cylindrical surface with an axis XX' and at a rear part of a protruded circular face (102) with the axis XX' connected to the surface, further the fabric freely slides in the axis direction on the outer face of a couple of winding heads (10, 10') being a couple of a concentric core provided with an outer profile comprised of a concave circular face (103) with the axis XX' connected to the end part, the wound fabric is constructed so as to make an S shape loop when the profile in the radius direction of a protruded circular face and a concave circular face of the winding head is essentially followed.
