PROBLEM TO BE SOLVED: To provide a device and method for forming an image which prevent mutual landing interference of ink droplets discharged from the same nozzle, and also prevent curing of ink near the nozzle. SOLUTION: The image forming device is provided with: a print head which has a nozzle for discharging radiation curing type ink on a recording medium; and a carrying means for relatively moving the print head and the recording medium by carrying at least either the print head or the recording medium in a direction substantially orthogonal to the width direction of the recording medium. The device for forming an image is also provided with: an irradiating means for irradiating ink droplets landed on the recording medium; and a control means. The control means controls the irradiating means such that the means irradiates the first ink droplet on the recording medium which is discharged and landed at first on the recording medium, while the second ink droplet is flying which is discharged from the same nozzle so as to overlap or contact the first ink droplet on the recording medium.
