PROBLEM TO BE SOLVED: To provide an aqueous emulsion composition and an adhesive, excellent in initial bonding strength, bonding strength in its normal state and durable bonding strength, and also excellent in the preservation stability of its main agent. SOLUTION: This aqueous emulsion composition consists of (A) a polyvinyl alcohol-based resin having aldehyde group in its side chain and (B) a polymer consisting of at least 1 kind of unsaturated monomers selected from ethylenically unsaturated monomers and diene-based monomers and (C) at least 1 kind of curing agents selected from a polyvalent isocyanate compound, an amine compound, and a hydrazine compound.
