PROBLEM TO BE SOLVED: To provide a video recording and reproducing device and a video recording and reproducing system in which viewing/listening of program information such as a CM video image is recorded without altering the systems of television broadcast significantly. SOLUTION: The video recording and reproducing system 1 comprises a video recording and reproducing device 10, a server 60 for managing the reproduction information 40 taken out at the record transmitting section 18; and a network 50 for connecting them the video recording and reproducing device 10 consists of: a section 15 for receiving and reproducing program information 30 consisting of a program signal 31 including at least a video signal, and a control signal 32 added in order to identify the program signal 31, a recording HDD 17; a viewing/listening recording section 16 for acquiring the reproduction time of the program information 30 from the reproducing section 15 every time when the control signal 32 is detected and recording it on the recording HDD 17 as reproduction information 40 together with the control signal 32; and a record transmitting section 18 for taking out the reproduction information 40 from the recording HDD 17.
