PROBLEM TO BE SOLVED: To determine abnormality in concealment cancellation, and to correct the abnormal state. SOLUTION: A mobile machine 101 calculates a first CRC from data, generates the first CRC and the data as MAC_SDU, and conceals MAC_SDU for transmitting to a radio control device 103 as concealed data. The radio control device 103 receives the concealed data for canceling concealment, calculates a second CRC with the data of MAC_SDU after the concealment cancellation as a target, and determines that the concealment cancellation is normal when the value of the second CRC is the same as that of the first one in MAC_SDU. When the value of the first CRC is not the same as that of the second one, the radio control device 103 determines that the concealment cancellation is abnormal, changes HFN, performs concealment cancellation again, calculates a third CRC with the data of MAC_SDU after the concealment cancellation as a target, determines that the concealment cancellation is normal when the value of the third CRC is the same as that of the first one, and performs correction by reflecting the changed HFN to HFN in the radio control device 103.
