PROBLEM TO BE SOLVED: To enable an accessing person Y to access a service related to an accessed person X even if he/she does not have an access code itself for accessing the accessed person X. SOLUTION: A service center receives, as an extended reference request to personal information of a user U1, a mail containing a disclosing address T (U1_U2) and disclosing address T(U2_U3) from a user U 3 who is a referring person. The service center determines whether a referred person ID contained in the disclosing address T(U2_U3) is conformed to a referring person ID contained in the disclosing address (U1_U2) or not. The service center thereafter transmits and discloses personal information corresponding to a user ID_U1 of personal information stored in a personal information storage part according to a disclosure control content S corresponding to a relation level R contained in the disclosing address T (U1_U2) of a disclose control contents S stored in a disclosure policy storage part to the user 3 by mail.
